Introduction
The commercial aspects of THDC India Limited are being looked after by Corporate Commercial Department. The major functions of Commercial Department are as under:
•    Signing of Power Purchase Agreements.
•    Allocation of Power.
•    Declaration of Units & Power Plants under Commercial Operation.
•    Filing of Tariff Petitions for large Hydro including Pumped Storage Plant and Thermal operating stations before Hon’ble Central Electricity Regulatory Commission (CERC) for determining the tariff and other related matters.
•    Dealing with the various regulatory issues such as comments on draft regulations, Approach papers and policies etc.
•    Raising of Energy and Associated bills.
•    Revenue realisation and other associated activities.
•    Power Trading.
•    To build sustainable value base relationship with beneficiaries through mutual trust.


A.    Hydro Projects under Operation and Maintenance

(i)      Tehri HPP (1000MW) and Koteshwar HEP (400 MW)

THDC India Limited is presently operating and maintaining two large Hydro Projects namely Tehri HPP (1000MW) and Koteshwar HEP (400 MW) in the state of Uttarakhand. Both the above projects are multipurpose projects, providing irrigation benefits to command area and drinking water to Delhi and Uttar Pradesh. Tehri HPP and Koteshwar HEP were synchronized with the Northern Grid and declared under Commercial Operation on 09.07.2007 and 01.04.2012 respectively. Tehri HPP and Koteshwar HEP are designed to generate 2797 MU and 1154.84MU annual electrical energy respectively.
The power generated from the above projects is being supplied to mainly Beneficiary States in Northern Region as per Power Purchase Agreements and allocation order issued by Ministry of Power, GoI. Out of the total energy injected from the above project, 12% free power is being supplied to Home State i.e Uttarakhand. 
Tariff
On the basis of prevailing Tariff Regulations, tariff in the form of Annual Fixed Cost for the Tehri HPP and Koteshwar HEP is determined by the Hon’ble CERC from time to time. 
 
 ii)   Tehri Pumped Storage Plant (1000 MW) 
Tehri Pumped Storage Plant (PSP) with a capacity of 1000 MW(4X250) is major component of Tehri Hydro Power complex. Tehri Pumped Storage Plant is Advance form of Energy Storage system that plays a critical role in grid stability, balancing Renewable energy and peaking power support. 
Unit -1, Unit-2, Unit-3 of Tehri PSP were synchronized with the Northern Grid and declared under Commercial Operation on 07th June 2025, 10th July 2025, 12th Dec 2025 respectively. The commissioning work of the remaining unit-4 is under progress. 
The power generated from the Tehri Pumped Storage Plant (PSP) is being supplied to States of Delhi, Haryana, Rajasthan, Uttarakhand and Gujarat.  
Tariff
On the basis of prevailing CERC Tariff Regulations, tariff in the form of Annual Fixed Cost for the Tehri Pumped Storage Plant is determined by the Hon’ble CERC from time to time.
iii)     Dhukwan Small Hydro Project (24MW)
Dhukwan Small Hydro Project (24MW) has also been commissioned and declared under commercial on 13.05.2020. The power generated from Dhukwan SHP is being supplied to Uttar Pradesh. 
Tariff
The power from Dhukwan SHP is being supplied to Uttar Pradesh at fixed Tariff of Rs. 4.87/kWh.
Billing:
For Tehri HPP & Koteshwar HEP, energy bills are being raised on the   beneficiaries of the projects on the basis of tariff determined by Hon’ble CERC and monthly Regional Energy Account issued by Northern Regional Power Committee (NRPC). Further, for Tehri PSP, energy bills are being raised on the beneficiaries on the basis of provisional tariff. In case of Dhukwan SHP, energy bills are being raised on UPPCL,UP on the basis of monthly Energy Account issued by SLDC, UP and approved fixed tariff.

 

B.    Khurja Super Thermal Power Project: (1320 MW)
The coal base Khurja Super Thermal Power Plant capacity of 1320 MW (2x660) is located in Bulandshahr District, Uttar Pradesh. The first unit & Second Unit of Khurja STPP has been successfully declared under commercial operation on 26th Jan 2025 & 26th Sep 2025.

The power generated from the Khurja Super Thermal Power Plant is being supplied to States of Uttar Pradesh, Rajasthan, Uttarakhand etc.  
Tariff:
On the basis of prevailing CERC Tariff Regulations, tariff in the form of AFC (capacity charges) for the Khurja Super Thermal Power Plant shall be determined by the Hon’ble CERC from time to time.
Billing:
For Khurja Super Thermal power Project, energy bills are being raised on the   beneficiaries of the projects on the basis of Provisional tariff and monthly Energy Account issued by SLDC, UP.

 

C.         Amelia Coal Mine

To secure a consistent and long-term fuel supply for the Khurja Super Thermal Power Project (STPP), the Ministry of Coal, Government of India, allocated the Amelia Coal Mine to THDC India Limited (THDCIL) on August 29, 2016. The Commercial Operation of the Amelia Coal Mine was successfully achieved on February 18, 2025. The coal extracted from the above mine is being supplied to Khurja STPP.
Tariff (Input Price)
On the basis of prevailing CERC Tariff Regulations, Input Price of coal for the Amelia Coal Mine shall be determined by the Hon’ble CERC from time to time.


D.            Wind Projects under operation and maintenance:

Patan (50MW) and Dwarka (63MW) Wind Power Project
THDC India Limited is presently operating and maintaining two wind projects at Patan and Dwarka in Gujarat having installed capacity of 50 MW & 63 MW respectively.  The Wind Project at Patan was commissioned on 29.06.2016 and Dwarka was commissioned on 31.03.2017. The total power generated from above project is being supplied to Gujarat Urja Vikas Nigam Limited (GUVNL) as per Power Purchase Agreements.
Tariff
The Power Purchase Agreements for the Patan and Dwarka wind projects have been signed with Gujarat Urja Vikas Nigam Limited (GUVNL) at fixed tariff of ` 4.15/kWh and ` 4.19/kWh respectively for 25 years of the life of the projects.
Billing
Energy bills are being raised on Gujarat Urja Vikas Nigam Limited (GUVNL) on the basis of approved fixed tariff and Energy Account issued by SLDC, Gujarat.


E.    Solar Project under Operation & Maintenance

Kasaragod Solar Project (50MW)
THDC India Limited is presently operating & maintaining a Solar Power Plant at Kasaragod, Kerala having installed capacity of 50MW. The above project was commissioned on 31.12.2020. Total power generated from the above project is being supplied to Kerala State.
Tariff
The Power Purchase Agreement for the above plant has been signed with KSEB Ltd at a fixed tariff of ` 3.10/kWh for 25 years of the life of the projects.
Billing
Energy bills are being raised on KSEB Ltd, Kerala on the basis of approved fixed tariff and Joint Meter Reading issued by KSEB, Kerala.
