STATUS OF DISBURSEMENT OF R&R GRANTS / ASSISTANCE FOR VILLAGE JAISAL, GUNIYALA, NAURAKH, GULABKOTI, BATULA & TENDULI CHAK, HAAT
DISBURSEMENT OF SPECIAL PACKAGE FOR HAAT VILLAGE
Haat is the village affected by land acquisition for the Power House, a surge shaft and access roads. The Haat residents demanded relocation and rehabilitation of the entire village citing continuous disturbance and pollution during construction stage. In November 2007, THDCIL agreed to purchase all private land in and around the Haat village on a willing-seller-willing-buyer basis supplemented by the provisions of THDCIL's Resettlement Policy.
Between November 2007 and early December 2008, a series of negotiations between THDCIL and the Haat villagers failed to reach an agreement on the modalities of the relocation. In June 2009, THDCIL reached to an agreement with Haat Village (except Harsaari Tok). In view of the settlement with the Village Haat and availability of alternative land thereof, it was decided to move Switch yard from Harsari Tok to the alternative land. As on date entire land of Haat (except Harsari) has been acquired. Besides, Negotiated land rate at Rs. 1 Lacs Per Nali, Special Package of Rs.10 Lacs is being paid to resident Households in 03 Installments (1st - Rs. 3 Lacs, 2nd - Rs. 3 and 3rd & Last - Rs. 4 Lacs). FACILITIES AT HAAT RELOCATION SITE
- Project is undertaking Infrastructure Facilities for the Relocation Sites.
- The Construction of Approach Road is in progress.
- Construction Water is provided through temporary pipeline & Water Tanker. As regards Drinking Water, the facility is under process of construction.
- At Bino Daswana, External Electrification / Street Light have been completed.
- At El Dana, External Electrification Work has also been completed.
DISBURSEMENT OF ASSISTANCE TOWARDS LOSS OF FUEL & FODDER
Due to construction of Project, Forest / Van Panchyat Land is being transferred to Project from 18 villages. As per the R&R Policy,each eligible House Holds (HH) identified from these villages are entitled for assistance towards loss of fuel & fodder. Each House Hold (HH) shall be paid assistance of 100 MAW per year for a period of five years. The facility is being provided for the first time in India . SCHOLARSHIP / EDUCATIONAL ASSISTANCE FOR THE YEAR 2012-13
- 1st Installment of Scholarship Assistance in accordance to Scholarship Policy of VPHEP under Merit Category for the Academic Year 2012-13 among 54 student's stands already disbursed.
- A total amount of Rs. 53,500 involving 54 students from 6 Inter Colleges / Schools has been disbursed to this effect.
- The Process of Disbursement of Scholarship / Educational Assistance for balance two Categories is under final stage of disbursement.
Income restoration
As per the R&R Policy of the project capacity-building efforts will be made for PAFs, which aim at skill up gradation through various income generation training programmes and schemes. These will be decided upon the local need. In addition, the identified vulnerable groups affected due to acquisition of Van panchayat Land are also provided with income restoration and training in the trade of their choice.
Based on the R&R policy, Project has been mitigating loss of income and other economic opportunities of PAF`s through allotment of shops and other self-employment options, formation of Societies in villages for execution of works, award on petty contracts and jobs with contracting agencies.
THDCIL has also provided permanent employment to two Physically challenged PAP`s one each from Haat & Gulabkoti Village.
For income restoration, various trades have been identified. The activity that is being undertaken includes;
- Establishment of backward and forward linkages for various trades selected;
- Arrangement of training logistics.
- Monitor each PAP and document the progress
The NGO as part of income restoration evaluated the existing 8 Self Help Groups (SHGs) and also consulted for probable income generating activities possible in the area. These groups have been involved in activities such as horticulture, weaving and knitting, Vermi Compost and Napier Grass Cultivation. The NGO has conducted several round of consultation on the functioning of SHGs. External resource persons as and when required are invited for necessary consultation & Training.
THDCIL in association with NGO during 2012-13 has undertaken Training Cum Demonstration on various Income Restoration Schemes as tabulated under;
